Definition

In ISO/IEC 42001:2023 (an AI management system standard), transparency means ensuring that relevant interested parties have the information they need to understand an AI system and assess its risks and impacts (both positive and negative). In practice, transparency is implemented through structured communication and documentation across the AI system lifecycle: providing appropriate system documentation and user-facing information, enabling channels for external parties to report adverse impacts, preparing a plan for communicating AI-related incidents, and meeting obligations to report information about the AI system to interested parties. Effective transparency is risk-based: the level of detail and the method of communication should match the AI system’s intended use, foreseeable misuse, and potential impacts. Transparency supports accountability by making it easier for stakeholders to use the system correctly, recognize limitations, raise concerns, and evaluate whether governance controls are working. It also requires balance—organizations should share meaningful, accurate information while protecting security, confidential information, and legitimate intellectual property. Equivalent expectations appear in other AI governance standards and guidance that emphasize explainability, user communications, incident reporting, and responsible disclosure.
